Getting Local Numbers in the United Arab Emirates

Learn how to obtain UAE local and toll-free numbers and understand calling restrictions

The UAE has historically maintained strict regulations on VoIP services and international VoIP carriers, but we can now offer this service through a local partner.


Before ordering a UAE number from CloudTalk, users should be aware that the this country is a very strict telecommunications market. Operators have a very low risk threshold for use cases that can generate consumer complaints.

CloudTalk is able to offer 3 phone number options in UAE that are detailed below:

    1. 180 per month and 180 activation

    2. activation time: best effort (typically 4-8 weeks)

  1. UAE fixed numbers with inbound calling only: (Dubai, Abu Dhabi, Ajman, Al Ain, Ras Al Khaimah, East Coast Region (9))

Outbound and Inbound calling: UAE local numbers

  • 180 euros per month + 180 euros one-time activation fee

  • Order processing and activation time with the local supplier: up to 4-8 weeks - timeline is fully dependant on our local partner and CloudTalk cannot influence this

Numbers are not able to be kept on-hand in CloudTalk's stock and must be activated by our local partner for each vetted company. The lead time will depend on carrier vetting and available ranges within our carrier's inventory

Restricted Industries

UAE carriers do not support local number allocation to these industries:

  • Call Center Providers

    • If you are a BPO, the registration must be done using the information of the end client

  • Fintech

    • Some exceptions may be granted. Please elaborate on your product and use case with our Carriers/Numbers Team - [email protected]

  • Forex

  • Crypto

  • Gambling/iGaming

  • Other vice-related use cases

  • Debt Collection

Local UAE Companies

Information about your Company:

  1. UAE Trade License

    1. Secondary proof of address if your address is not on the business registration

  2. Passport or national ID card (front and back in color) of the company representative (must be an Emirates ID)

  3. Company contact phone number

  4. working website with terms of service and privacy policy

  5. Industry of your Company

Information about your Calling Traffic:

  1. Service usage description: a few sentences about which department(s) in your company will use the number, and what the intended purpose is

  2. Nature of the calls: (e.g., promotions, account management, customer support)

  3. opt-in or consent information: 1-2 sentence description of how do you receive the phone contact of your recipients and how do they agree to receive a call from you.

  4. Proof of registration from one of National Operators' Do Not Call Registries (DNCR)

  5. Expected Volume of Inbound calls and minutes on the number (mandatory)

  6. Expected Volume of Outbound calls and minutes from the number (mandatory)

Non-UAE Companies

Information about your company:

  1. Official Business Registration (in the main country of operation)

    1. Secondary proof of address if your address is not on the business registration

  2. Passport or national ID card (front and back in color) of the legal company representative

  3. Company contact phone number

  4. working website with terms of service and privacy policy

  5. Industry of your Company

Information about your Calling Traffic:

Inbound-only calling: UAE local numbers

Local UAE Companies

(local numbers are not available to non-UAE companies)

Ordering requires a Letter of Authorization (LOA) from your company, which our provider uses to comply with local telecom regulations.

  • Inbound-only (outbound local calls to the UAE are not possible)

  • 80 euros per month + 80 euros one-time activation fee

  • Full national reachability from other UAE numbers, international reachability is not guaranteed

  • Order processing and activation time with the local supplier: up to 4-5 weeks

Requirements for local inbound only-numbers

  • Copy of UAE Trade License (stamped by end-customer)

  • Copy of UAE Establishment Card (stamped by end-customer)

  • Signed and stamped Letter of Authorization (LOA) for the local operator on company letterhead - CloudTalk Numbers team will provide you a template

  • Passport copy of the sponsor (authorized signatory) of the end-customer in the UAE

  • Emirates ID of the sponsor (authorized signatory) of the end-customer in the UAE

  • Company Address which needs to be in the same city as the number

  • Service Description: at least 2-3 sentence description of your company and industry, and the type of calls you will receive on the number

Inbound-only calling: UAE toll-free numbers

If you only need to receive inbound calls from the UAE, CloudTalk can provide a toll-free number with a simpler activation process.

Local UAE Companies

According to UAE telecom policy, numbers must be specially ordered for each applying customer and cannot be kept in stock.

If you are a UAE-based company, CloudTalk must work with a specific supplier who operates under stricter licensing and regulatory requirements.

Ordering requires a Letter of Intent (LOI) from your company, which our provider uses to comply with local telecom regulations.

  • Only reachable from other UAE numbers

  • Order processing and activation time with the local supplier: up to 7 weeks

  • Company address in the UAE

  • Business use required: Business use is required for UAE toll-free numbers; private use is not allowed.
