Getting local numbers and calling in the United Arab Emirates

CloudTalk is proud to announce a Public Beta for Local Outbound UAE calling.

The UAE has historically maintained strict regulations on VoIP services and international VoIP carriers, but we are able to offer this service through a local partner from 1 May, 2025.

Before ordering a fixed number from CloudTalk, users should be aware that the UAE is a very strict telecommunications market. Operators have a very low risk threshold for use cases that can generate consumer complaints.

Local outbound calling from UAE Fixed numbers

Local UAE Companies

For business identity verification:

  • UAE Trade License

    • Secondary proof of address if your address is not on the business registration

  • Company contact phone number

  • working website with terms of service and privacy policy

  • Passport or national ID card (front and back in color) of the company representative (must be an Emirates ID)

Additional information:

  • Industry of your Company

  • Service usage description: a few sentences about which department(s) in your company will use the number, and what the intended purpose is

  • Nature of the calls: (e.g., promotions, account management, customer support)

  • Expected inbound versus outbound call ratio (e.g., 80% outbound calls, 20% inbound calls)

  • proof of registration at both National Operators' Do Not Call Registries (DNCR)

Non-UAE Companies

For business identity verification:

  • Official Business Registration (in the main country of operation)

    • Secondary proof of address if your address is not on the business registration

  • Company contact phone number

  • working website with terms of service and privacy policy

  • Passport or national ID card (front and back in color) of the legal company representative

Additional information:

  • Industry of your Company

  • Service usage description: a few sentences about which department(s) in your company will use the number, and what the intended purpose is

  • Nature of the calls: (e.g., promotions, account management, customer support)

  • Expected inbound versus outbound call ratio (e.g., 80% outbound calls, 20% inbound calls)

Numbers requested for international companies will be reviewed by our carrier’s Compliance Department, and they will conduct an internal risk assessment.

Please be aware that they reserve the right to decline number provisioning at their discretion, and may do so without providing a specific reason.

RESTRICTED INDUSTRIES

UAE carriers do not support local number allocation to these industries:

  • Call Center Providers

    • If you are a BPO, the registration must be done using the information of the end client

  • Fintech

    • Some exceptions may be granted. Please elaborate on your product and use case with our Carriers/Numbers Team - [email protected]

  • Forex

  • Crypto

  • Gambling

  • Other vice-related use cases

  • Web Development

  • Unclear use-cases

RESTRICTED USE CASES

CloudTalk's local partner has clear guidelines on the usage restrictions of the UAE fixed numbers, based on the regulator and main country operators:

  • Cold-calls

  • Repeated calls to the same number within the same day (outside of requested call-backs)

  • Unsolicited calls, including excessive follow-ups

  • Calls outside normal business hours - calls are only permitted between 9 a.m. and 6 p.m.

Companies must adhere to the following regulations when engaging in outbound calls to the UAE:

  • Any unsolicited calls:

    • Proof of opt-in from your contacts must be documented

  • A follow-up call is prohibited if a consumer refuses a service or product during the first call.

  • It is prohibited to call numbers registered on the Do Not Call Registry (DNCR) - proof of registration in the Etisalat and Du DNCRs is required for local companies.

TERMS OF SERVICE

The UAE regulator, Telecommunications and Digital Government Regulatory Authority (TDRA), leverages strong fines against these types of breaches so CloudTalk's local providers have a low risk threshold and tolerance for consumer complaints. It is critical to follow regulations in UAE and ensure your contact list are and calling patterns are clean and compliant.

CloudTalk's local partner reserves the right to deactivate numbers in case of any regulatory or consumer complaints.

1. Prior User Consent

  • The service provider must obtain the user’s consent before initiating any telemarketing communications intended to promote or sell products or services. The proof of opt-in/proof of consent to be contacted must be traceable.

    • Excessive Follow-up Calls: If a consumer refuses a service or product during the first call, a follow-up call is prohibited.

    • Calling the same number multiple times in one day

2. Use of Official Communication Channels

  • The service provider may only contact users through official, authorized communication channels.

3. Communication Recording Requirements

  • All communications must be recorded following applicable legal and record-keeping requirements.

4. Verification of Call Recipient Identity

  • Before discussing any services or products, the service provider must:

    • Verify the identity of the call recipient.

    • Confirm ownership of the contacted number or verify the authority of the statutory representative.

5. Mandatory Disclosure at the Start of the Call

  • At the beginning of the call, the representative must:

    • State their full name and the name of the service provider they represent.

    • Clearly explain the purpose of the call.

    • Seek confirmation from the user whether they wish to proceed with the conversation.

6. Transparent Communication of Service Details

  • The representative must include the following details at the beginning of the call:

    • Provide a clear explanation of the service or product being offered.

    • Explain the benefits and obligations associated with it.

    • Disclose the complete price of any product or service discussed during the communication.

7. Documentation of Service Requests

  • Any request from the user for additional services or packages must be properly documented in accordance with the service provider’s official procedures for service activation and modification.

8. Right to Block Telemarketing

  • Consumers must be offered the ability to block telemarketing communications at any time, free of charge.

Inbound-only calling - UAE Toll-Free numbers

If you only need to receive inbound calls from the UAE, CloudTalk can provide you with a toll-free number with much easier activation.

Local UAE Companies

According to the UAE telecom policy, the numbers must be specially ordered for the applying customer, and they cannot be kept in stock.

If you are a UAE-based company, we need to use a specific supplier with stronger licensing and requirements.

It needs to be special ordered with a Letter of Intent from your company, which our provider needs to comply with local telecom regulations.


UAE toll-free number features:

  • Inbound-only (outbound local calls to the UAE are not possible)

  • 40 euros per month + 40 euros one-time activation fee

  • Inbound cost: 0.65 per minute

  • Only reachable from other UAE numbers

  • Order processing and activation time with the local supplier: up to 7 weeks

Requirements:

  • Company Registration Document/Trade License

  • Letter of Intent (to be provided by CloudTalk's Carrier Operations Team - add your company letterhead, fill and sign)

  • Company address in the UAE

  • Business use required: Business use is required for UAE toll-free numbers; private use is not allowed.

Non-UAE Companies

UAE toll-free number features:

  • Inbound-only (outbound local calls to the UAE are not possible)

  • 40 euros per month + 40 euros one-time activation fee

  • Inbound cost: 0.32 per minute

  • Only reachable from other UAE numbers

  • Order processing and activation time with the local supplier: up to 7 weeks
