This article explains the mandatory registration of sender IDs (phone numbers) required to send SMS messages to Singapore mobile numbers.

Singapore's Infocomm Media Development Authority (IMDA) requires all organisations sending SMS messages to Singapore mobile numbers to register their Sender IDs with the Singapore SMS Sender ID Registry (SSIR). This requirement was introduced to combat SMS-based phishing and impersonation scams. As of August 1, 2023, unregistered Sender IDs are blocked by Singapore aggregators and local suppliers.
The SSIR is managed by the Singapore Network Information Centre (SGNIC), a subsidiary of the IMDA.
How to register
Set Up Your SSIR Portal Account
Before you begin the registration process, it is important to have the necessary information at hand. You do not need to be based in Singapore, but you will need to register your business in Singapore with the Accounting and Corporate Regulatory Authority (ACRA).
Ensure you have the company's legal registered name (as per ACRA records), along with its registered address and Unique Entity Number (UEN) issued by the relevant Singaporean government authorities.
If your business is based outside Singapore, you can obtain a UEN by registering with the Accounting and Corporate Regulatory Authority (ACRA) as either a local subsidiary or a foreign branch office.
You will need to set up a login using the government system CorpPass for the purpose of verification. In the event that you or your customers do not possess a CorpPass, the SSIR may request utility bills or telecom bills as an alternative means of verification.
Provide the full name, contact number, and email address of the designated Admin account holder for your company within the portal. This individual will have the necessary privileges to create additional User accounts for your organisation.
List your participating SMS aggregators
During registration, you will need to provide details about the SMS aggregator delivering your messages. Contact CloudTalk and we will provide you with the relevant aggregator information based on the subcarrier associated with your number.
List the sender IDs to be reserved
Add the phone numbers (sender IDs) you want to register for your company. These should be the exact numbers you use to send SMS messages to Singapore recipients.
Submit your application
Review all details for accuracy and submit your application to the SSIR. Carrier verification typically takes a few weeks. CloudTalk will notify you once your numbers are confirmed as active.
Additional proof of assignment
During the registration process, SGNIC may request additional proof of assignment for your sender IDs. If this happens, contact us at [email protected] and we will obtain the required documentation from our subcarrier on your behalf.
Fees and charges
Registration fees are set by SGNIC and are not influenced by CloudTalk. Verify current pricing at smsregistry.sg before applying, as fees are subject to change.
At the time of writing, the fees are:
One-time setup fee: S$500 per organisation
Annual fee: S$200 per registered sender ID
Payment is made directly to SGNIC. CloudTalk cannot pay this on your behalf.
What happens if your number is not registered
Unregistered sender IDs are blocked by Singapore aggregators and local suppliers. SMS messages sent from unregistered numbers to Singapore mobile users will not be delivered.
